2020: A year of struggle and hope

The chaotic and eventful 2020 is finally nearing its end. But the heavy memories of the year, which saw an enormous loss of precious lives due to the COVID-19 pandemic, will stay with us forever. Despite struggles and hardship, we also witnessed signs of hope, elevated humanity and selfless sacrifices from our frontline medical workers around the world in the battle against the merciless COVID-19 pandemic. What touched these medical workers most in 2020? What are their expectations for 2021? You’d be wrong. Because the same totalitarian government that caused the outbreak in the first place managed to brute-force its population back to something of a warped status quo, Axios sees fit to explain to us “How China Won 2020.” And that it does so in the same breathless, bullet-point, who’s-up-who’s-down manner that many political media prefer using to cover domestic politics suggests a casual refusal to reckon with the depravity of its regime, as well as the threat it poses. Axios’s year-end paean is sadly only one of the last entries of many in the genre this year. 2020 saw many sufficiently consumed by a strange combination of America- (or self-) loathing as to be willing to gaze enviously upon the CCP. Often, as here, these efforts take on the appearance of propaganda, which is surely how the CCP views them, at any rate. Such pieces seem, at times, to be little more than power worship, a disturbing tendency that preexisted 2020 but has surely been exacerbated by it. That might help to explain why media coverage on coronavirus recovery worldwide tends to focus on China’s supposed successes while ignoring the far freer nation of Taiwan. The Axios report homes in on China’s apparent return to economic growth during the year. Well, Taiwan managed that too. Axios praises China for reportedly handling its coronavirus outbreak. Guess what: Taiwan did that, too. And it did so without resorting to the outright tyranny that the CCP prefers. In fact, it did so precisely because that regime’s past behavior, particularly its designs on Taiwan, had given Taiwan’s government reason to distrust it. Because of Chinese influence, the World Health Organization simultaneously shut out Taiwan and promulgated Chinese deceptions about the virus and its spread, deceptions that Taiwan ignored. Tras siete años de negociaciones, Bruselas ha logrado que Pekín se comprometa a dejar de prohibir el acceso a su mercado de empresas europeas o a introducir prácticas discriminatorias para excluirlas. El pacto, sin embargo, no solo genera recelos en Washington. El presidente de la delegación del Parlamento Europeo para las relaciones con China, Reinhard Bütikofer (Verdes), ha tildado el acuerdo de “error estratégico” de la UE. No hubo grandes actos. Ni tan solo una rueda de prensa por videoconferencia, como imponen los tiempos de pandemia. El pacto de inversiones entre la UE y China se ha cerrado al mediodía, tras una videoconferencia entre el presidente Xi Jinping y la parte europea. Bruselas destaca sobre todo la apertura de nuevos mercados que supone el acuerdo, en especial en el terreno manufacturero, que supone más de la mitad de las inversiones de la UE en China. Según la Comisión, Pekín se compromete a dar acceso a las firmas europeas —en igualdad de condiciones con el resto y sin malas prácticas— en sectores que hasta ahora había considerado su coto: servicios de la nube, finanzas, salud privada, medio ambiente y transporte. “El acuerdo dará un acceso sin precedentes al mercado chino por parte de los inversores europeos, permitiendo que nuestras empresas crezcan y creen empleo”, ha afirmado Von der Leyen. Dombrovskis ha explicado que el acuerdo también elimina la obligación de crear alianzas o empresas de capital mixto —europeo y chino— para poder acceder a algunos sectores. También se hará lo mismo, aunque de forma progresiva, en el sector de la automoción, que supone el 28% de toda la inversión de la UE en el gigante asiático. De hecho, el acuerdo era de especial interés de Berlín, que lo había situado entre las prioridades de su presidencia de turno de la UE. Bruselas ha destacado, asimismo, las concesiones que había arrancado de China en el terreno medioambiental y de derechos laborales. Según la Comisión, Pekín se compromete a ir adoptando todas las convenciones de la Organización Internacional del Trabajo, incluida la que prohíbe los trabajos forzados. Si lo hiciera, sería un gran avance, sobre todo por la inquietud que generan las denuncias de activistas sobre la explotación laboral de la minoría uigur en Xinjiang, que China niega. La UE ha dicho que hará un balance de las relaciones con China bajo la presidencia francesa de 2022. En cualquier caso, ha dejado constancia de nuevo en el comunicado posterior a la reunión de su “seria preocupación” por la situación de los derechos humanos, también en Hong Kong. El acuerdo deberá ser aprobado por el Consejo y el Parlamento Europeo, donde el trámite se antoja complicado.
